Blacks and Latinos have competed for political spoils in cities, much as former waves of newcomers did. But the racial divide between black and brown has always been complicated by other variables, including competition for low-wage jobs, affirmative action and high rates of crime. Lately that has begun to change, in Texas and elsewhere.
