The grand opening of Jay-Z's Las Vegas outpost of his nightclub chain, 40/40, was planned for New Year's Eve. Tickets have been sold, the stans have all purchased their new outfits, but there's one problem.

The place hasn't passed inspection.

According to Perez Hilton, Jay-Z and Co. will have to scramble to get their permits by Sunday, or else Monday night's party won't be happening. Aww, I'm sure Beyonce and Jay-Z were so looking forward to it!
