I agree with Daria. She should have just humbled yourself and respected the people's culture. If Gwen Stefani can do it so can Beyonce.
Why? So they could protest about her dance moves or lyrics? If she wore a birka there was still going to be a problem. I love my Muslim brothers and sisters, but women are not treated equally and unless men also have to cover themselves from chest to knee (they don't) I'd skip the country, too. Now, I'm not saying Beyonce's deciscion was political in nature b/c I'm sure it wasn't. It was probably just easier to skip the country than to deal with all the wardrobe and show changes. Her show is a little racy in parts.
