Four students at the Quaker-founded George Fox University have confessed to hanging a cardboard likeness of Barack Obama from a tree with the sign "Act Six Reject." Act Six is a minority and low-income scholarship program in the Pacific Northwest. Officials at the Oregon school say the students' penalty included "immediate long-term suspension and public service."
